The only difference is that when you purchase something with the intent to destroy it and return it to the seller it is a crime. Imagine that I bought a toaster and took it home and destroyed it and returned it for my money back. Then imagine that I did this hundreds of times, I would be costing the manufacturer a lot of money. If you "purchase" chips to destroy and then return them that is something totally different than destroying your own property.
