Archie, you are correct but there are two exceptions. The envelope must be sealed with the provided for pull-tape sealer. If the envelope is so stuffed that you have to use tape, it will not go for that rate. Second exception, it has to be mailed within the U.S. If to Europe or anywhere out of the country, it has to be mailed in a "Global" envelope at a higher rate.
