1972 is the date I've been using for the switch to front strikers. I believe that was only for new manufacture, so any matches in stock could be used and you may have found front strikers at businesses into the late 70's.

Caesars Palace pretty much always used the 'old-Roman' design for their matches. I've been able to find only four different front strikers, and they are mostly differences in manufacturers.
