From the various things that I have read relating to this it is officially against the law. From what I have seen mentioned though it appears that the law is to protect the casinos more than anything else. It allows the casinos to reject them and not honor them if they choose. As someone said many casinos may accept them as a courtesy or convenience. They of course would not advertise this and if it became a problem or severe expense for them they can always fall back on that law.
I have read before that the bigger casinos may use a service of some sort that will bicycle the "Foriegn Chips" around town exchanging them back. They would, I assume pay the service a % or flat fee for the service. Also, it has been mentioned that if you go to the cage, as a collector, and ask, some casinos or cashiers will quietly sell you the foriegn chips that they have set aside. I have heard that sometimes these chips will also be obsoletes. I am not sure though whether they get many from closed casinos but that may be a possibility too.
