If a chip does not meet the standards of your collection, please consider other options of disposing of it. I would be willing to bet that I am not the only person who would take these off of your hands. Perhaps you could offer them to new collectors for just the cost of postage. When they upgrade at a future date, they could pass these on to someone else who is just starting out.
Perhaps I am a little off balance, but I cannot see the justification of tossing any chip in the trash can.
Just my 2 cents worth on the subject.
