What if they were blatantly corrupt, or even cheated? I realize this is stretching the point, but would they be exempt from prosecution or any 'less' responsible because of their location off shore? I understand they are still in U.S. waters and subject to U.S. laws & customs. Being exempt from the state is the point of going out 3 miles, now I'm wondering just HOW MUCH that does actually exempt them from.
