Gaming boats, also known as Day Cruises, head out to international waters, 3 miles, to be out of the jurisdiction of any government gaming laws. These casinos are free to do as they please, you have to trust that they are doing the right thing.
When the boats come into port, they come back into jurisdiction and must comply with law. In many cases, local governments can through out the boats on some technicality. On Long Island they did it because there were not enough parking spots for the gamblers to comply with local zoning laws.
