1) Many of the areas suggested do not have a sufficient concentration of casinos to allow after hours collection without driving all over. Also, the casinos lack hotel space. Members would be far better off getting their Northwest chips (for instance) from one of the several WA & OR members who attend the convention.
2) This form of organization, other than the obvious addition of another layer of beaurocracy, will fractionalize the organization. It is bad enough having the leaders of the chapters pushing for changes to benefit their specific chapters, but under this plan, there would also be the sectional leaders trying to justify their existence (and re-election) by pushing for benefits for "their" constituencies. We should be ONE club, with ONE set of rules for all and ONE set of leaders.
There are many other reasons these are bad ideas, but I haven't got 4 hours to spend typing them out.
