I suspect the problem is with the sender, not the receiver of the mail. If this was a full sized bubble envelope with the proper postage of 45 cents, I doubt this would have happened, it never happened before in the 100's of bubble envelopes that I received.
By the way, most of the bubbles in this tired old bubble envelope were popped and had no air in them to protect the chip. I think this was caused by the seller trying to save 11 cents on postage and maybe another 10c to 15c by reusing an old envelope. Funny enough, I paid $2.00 postage and shipping for this eBay auction item. So even if the seller went 1st class and paid the correct postage, provided a new bubble envelope and paid for insurance, he still would have made an additional profit on the shipping. As it stands, he loses everything.
