I don't sell that much on . And I've never been in that situation. But I would say "Yes" it's ok to contact a non-winning bidder after the close of an auction. Although if I was contacted I might not be willing to pay the "High Bid". Not that I'd want the item for next to nothing but I know what I'm willing to pay for it.
