I think most everyone agrees it's not ethical to contact a bidder while a chip is still being bid on and offering that person a chip for a lower price. Thus trying to take one person out of the bidding.

But what about contacting a person that did NOT win the bid on another person's auction - AFTER it is closed - offering them the same chip?
