When there are a bunch, they were usually used for roulette, even though they have denominations. When there are a few, a number of casinos used different chips for particular games. One example is different chips for the Caribbean Stud tables. I don't know why, but I know they did this in some casinos.

All of those were used at the same time and none are backup chips. They also sometimes had credit chips for those playing with a marker:

Puerto Rico has many example of similar chips with different colored inserts. Those are roulette chips. Many, we don't know for sure, but these are all possibilities.

There are also with blue inserts and with green inserts. I don't know for sure, but probably roulette.

In some cases, it's hard to find the patterns that make sense for roulette, but that's probably what they were:

There are other known $5 chips from the Curacao Hilton with the same mold.

Good question and probably several answers.
