As I understand, Burgel purchased lots of chips from RT Plastics. Some of the chips are genuine, not sure why they were still in RT Plastics inventory? Some of the chips were prototypes, made for a casino to evaluate a potential purchase, most of these should be notched. Some are manufacturer's samples, notched or RT Plastics logo on the reverse side. Some are fantasy chips. Some are error chips. Lots of chips that were never used in a casino and some that were never meant to be used in a casino.
And Burgel also made chips using chip blanks and inlays that were most likely copied off of genuine chips. Or he had someone make them for him. I also know of hot stamp chips that he had made using genuine dies from closed casinos on new blank chips.
He was never forthcoming with information about these chips. It's been said that his reply was that "People should know what they are buying."
