As my father in law, a life long Texan, has explained it to me, it is up to the local law enforcement authorities whether it is allowed or not. In one county or city, law enforcement may crack down on it and not allow it but in the next county over it is allowed. Seems kinda crazy, not sure why Texas doesn't legalize some sort of casino gaming, they are hemorrhaging all kinds of money across the border to the Indian Casinos in Oklahoma...
