The backup 100 could have been placed on the tables when the BPP - 100 was so-called removed and replaced BS story. If the casino did put out the backup chips on the table, the casino would certainly NOT order the same BPP-100 with painted on inserts, and then put them back on the table since as the story goes, there was a problem with them(bpp-100).
