WON an auction for a chip, charged for shipping I a bubbler, but was shipped in a first class envelope, envelope came today empty , torn on end , no chip. Envelope was not enforced around edges and no cardboard to protect chip. Who is responsible for refund or another chip. Opinions please, Ron
