I'm not certain about the Puerto Rican Postal Service, but if its anything similar to that found in countries like Indonesia or Malaysia, as soon as a postal employee feels or senses anything in a piece of mail that resembles money, you can pretty much kiss it goodbye. They earn very little and the finders keepers rule seems to take the place of a decent salary or benefits.
I suggest in the future, no matter from what country, you suggest that items be place in bubble mailers or boxes as suggested earlier.
