I had the same thing happen this week. Very frustrating. EBay seller from Kansas City area sent the five "Lucky Strike at Pete's Place" chips to me in a plain paper envelope - no padding inside - no extra tape outside. I'm sure you know what happened next. Envelope arrived two-thirds torn open on one end - four of the five chips were stolen. I guess I was lucky to receive the one chip.

For quite some time now I have made it a policy to specify "padded envelope only" in all my eBay transactions - and even at that, some knowledgable, reputable sellers still mail valuable chips in flimsy paper envelopes. I just don't understand that.

Sorry - had to vent a little.
