It's an observation. And Yes I have served on the boards of many non profits. In fact one being a hospital that indeed carries multiple millions in growing balances. Yes there is a spending requirement but you're conflating things here.

A small group such as CCA carrying balances is not illegal. One 501c3 I sit on currently carries a 2.1 million dollar balance in cold hard cash. All reported to the IRS every reporting cycle and a tax atty sits on our board also.
