error, called a "Registration" error. When that batch of inlays were printed, the red ink impression was out of alignment with the other colors, most notably the brown use to color the camel and outline the rider. Note in your example how the red bridle at the camel's neck should have been printed oh so slightly higher to fill in the gap of white in the camel's neck.
Registration errors are not typically variations. If the bridle had been printed in green, then that would be a variation, and still a registration error, if still misaligned.
