Yes, they did. I have bought a part of the stock from Casino Kursaal La Panne (Belgium, 1930's) and the jetons were all in exact order.
I'm talking about a lot of jetons. The dust on them was very thick.
I cleaned all the jetons one by one to avoid damage of the serial number.
