Generally yes most tokens either casino or non casino related test pieces are made. Costs a lot less to do a test brass piece than actual silver or in a few cases gold. The test piece is given to the client to make sure no changes need to be made. For final approval basically. So only a very few are made such as this Sahara piece. Unless the seller you got yours from worked at the mint and might have any more of the extra pieces I would not expect to see this one again any time soon.
