You could post on the CCA Board, but you may still be asked to send it in an email. Make it clear what you are proposing, that it is a formal proposal and I would reference (a link maybe) to the thread and particularly note the people who have already asked to be included. Send it to any Board member, but probably Pres or VP is best.
