Mark Lighterman was elected to the ANA Board and would be a good person to ask. He likely knows the info right off hand.
I do think there are some important differences between coins and chips though. Anyone can collect coins, even little kids with a penny collection. Chips are a little harder to get and have age restrictions.
As for the 65 million people that go to Vegas and maybe pocket a chip... yes, that does likely happen. But most of those people just want a memento of their trip, not start a collection. However, are there some that might? Maybe.
