The real issue is that the stamps have been sold with no expiration and should be honored with full guarantee from the U.S. government. However since the post office has a continual FU mentality to its customers, the only recourse is a full on lawsuit with heavy media coverage. And so, is it worth it? I'd love to see someone do it. There is no doubt that not accepting stamps on a package is clearly illegal..
