I have no idea why the package size would come into questions, but I know there is a concern with counterfeit stamps. You can see ads on eBay with people selling rolls of “FOREVER” stamps for less than 50cents on the dollar. Makes no sense unless they were counterfeit.

Also, regarding the buying of bulk packages of the older, smaller value stamps I don’t think that is the issue.
