A couple times this has happened. It's when the shipping is $4.99 and ebay doubles it for two winning lots. I simply put $4. into the package with the winning chips, tokens, strikes, etc. The 99¢ covers Ebay's abusive cut. (More or less.) Hopefully it's a temporary solution.
