Clear blister packs. As I recall, the packs had 50 of each color, in 2 stacks of 100. When they went on clearance, I bought several packs at around $4 each.

I've never seen them presented in any other way (except as singles) and suspect the case and cards are unrelated to the cheap (rubbery) chips.
