I just recently saw your post Jay. Based on you finding these chips together, I have put the grey JHF monarch mold chip together with the large crown mold JHF chips on the California ChipGuide. It will show up tomorrow.

I have not yet been able to connect any J. H. Foster to anything gambling related in the newspapers archives I have access to.

Do you have a record of where this large collection of chips came from? That might be a clue to where they were used. Since there is no address on the order card, I am guessing that chips may have been picked up from the T. R. King office in Los Angeles.
