I did a Google search for the guy and ended up emailing his agent I believe. He is/was an artist. Here is what I received from them:

Good morning. I am looking for information as to if this is the artwork of Carlos I recently acquired. (I attached pics of the chip)

Any help would be appreciated.

Their response:

Yes Carlos did a painting of that image and then it was a print. The poker chips were for a charity event I believe many years ago.

That is a poker chip they gave out to the attendees.
