Should all chips displayed in the ChipGuide actually be owned by a collector OO are photoshopped pics allowed

Example, the USPC records show 5 colors of a chip. Only two colors are known. Can the other three colors be photoshopped from the two known and then be displayed in the guide?

In my particular case I thought I had the only two colors of a chip. I checked the ChipGuide and saw a picture of a third chip. The submitter doesnt own the chip and doesn’t recall the circumstance of the submission. To me the chip looks like it could be a photoshop. Is this ok?
