What it says is, eBay may copy and use your images for their product image catalog. If they do get added, then others may use your images for their listings. But, no you can't use other peoples images or copy from other websites.
Easy examples: People cannot copy and use Thundersnows images for their auctions. People cannot use the Chip Guide images for auctions. However if eBay has appropriated one of those images from a listing, then other are allowed to use the images. Since TCG doesn't list images for sale, that should never happen, but should TS list something and eBay adds it to the product catalog, then others can use it.
I don't see either happening as casino chips, tokens, collectibles, Etc. are not products. The product catalog is intended for stock photos of common products.
No you can't use other peoples auction images, no you can't use images from other sites.
