I don't think is a problem...

Here is what the new amendment says: In the first election for Member at Large positions, one (1) individual will be
elected for a one year term and one (1) individual will be elected for a two year
term.

So in the first year there will be two elected but one will only be for a year so there will always be an odd number of board members. I think these members should be allowed to vote otherwise what is the purpose of having them?
