I think what the HPA covers are numismatic items such as those which are part of a coinage which, they define a coinage as meaning made by a government.... I do not know of any casino chip made by or for the US government ... Casino chips are not covered in the Act but, the Act has some pretty good rules pertaining to how imitations should be marked in order to protect...
