Same thing happened to me yesterday as well. By sheer coincidence, it involved chip which I never received and a seller who claimed he had received my payment and had sent the chip. Hmmmmmmmm.

It's nice to have that seven bucks back, but there seem to be some strange goings-on over at Pay-Pal these days.
