On 10/18/00 A year and two months ago I won an auction on e-bay I sent the seller $18.00 VIA Pay-Pal and received the item no problem.Yesterday
I received an e-mail from Pay-Pal.Informing me that the funds have been returned to my account.
This payment was cansled for the the following reason.The seller did not sign up for a pay-pal
account or did not complete the registration process.What would you do? I tried to e-mail the seller but his e-mail was returned.
