Most people don't have unlimited funds to collect everything from everywhere. I'll take it a step further, nobody collects everything from everywhere. There are people in this hobby that have or have had more than one million casino chips in their collections, and even they specialize!
We ALL specialize, and the number of catagories and reasons for choosing them are as varied and different as the number of people involved in the hobby.
As to chip condition, many collectors will wait to buy a chip in better condition than one they might see in an auction or at a show if they believe they will come across one in better condition somewhere down the road. If they don't think that's gonna happen, condition becomes less important.
