I'm happy to have one and I enjoy a good mystery. I'll venture my guesses. Someone had some blank chips somehow, that are the right color and inserts, and decided to print some money.

Considering the age, they didn't use label sheets. I think (from memory) that the diecut pressure labels that came to be popular in stationary stores, were not common until probably 1960. These replica / Fake chips were probably made in the 50s?

Avery label company made a big splash on the market back in the late 50s early 60s with an improved printing method. While letterpress was still going strong, and offset was coming of age, they use Flexographic printing which allowed for faster repeating images and printed on flexible or varied materials.

If these aren't modern, where anyone can use a scanner or digital camera and an inkjet printer, (and they arrived on the market before good digital cameras were around) they took some effort to have the colored paper inlay printed?
