If you read regulation 12.060 from the Nevada Gaming Regulations it clearly states in two different places that chips and tokens are the property of the licensee. You are basically renting them to you to game with. This is pretty much asinine since the Commission continues to approve millions of dollars in commemorative chips every year and has for many years. I guess they bury their heads in the sands and pretend they don't know what happens to them. It has been my contention for years that this regulation needs to be re-written or at best re-worded. Back in the day, when I actually had a relationship with some NGC people I was never given what I consider a straight answer to my questions concerning this issue. I was told no one has ever been fined for a violation concerning the purchase of the commemorative chips. For years their main concern has always been money laundering, I don't think that will ever change. Money laundering and cash transaction courses are constant and ongoing, it sounds to me like you ran into some employees who had classes very recently.
