Fred,

I don't know if the Imperial Palace has ever flooded but could the chip have been half underwater. I don't see any water damage but that could be a possibility. Put the chip in a rack to see if the hotstamp that is still good goes at the level of the edge of the rack.

I know water and hotstamps don't go well together.
