There's no $ symbol on the chip in question unlike the other chips, maybe it means a 25.00 Marker? As you know markers are generally lines of credit so maybe this is an early version of a tournament chip where the chip was used in a specific game like other tourney chips where the player buys in and then plays with the specific chips and not the house chips??
