It means he has the most chips, each from a different casino (in other words, only 1 per casino will count), of anyone who has paid the money to Guiness to verify what he has. It is definitely not the largest collection of casino chips. I can think of people who have significantly larger collections.

Whoever started this was hoping that people would follow them and keep beating the record year after year. That may happen or we may just reach a point where no one wants to pay Guiness to get into the record book.
