As far as I know the non-machinable rate has been $.39 for the last year or so. $.60+$.39= $.99. If the package weighs more the easy way is to just check at USPS.com and go under "quick tools" at the top and then "calculate a price". Fill it out and it will give you the correct rate for whatever you are doing. At least on the website they have the possibility of a regular letter that is rigid being non-machinable. Some of the cage critters still say that anything that is rigid becomes a package but that is not the case anymore.
