DaleS calls your second chip a PD-TZ, Monarch Circle, Embossed. I've never seen it with an added design, have you?

What's different from the first chip you show and a recent inlaid monogram chip with inserts? Do you think there is no inlay? How would the monogram design be formed if not with a dicut inlay?
