Looks like they attempted to delete the black background behind the chip, by selecting it with the Magic Wand tool in Photoshop. Unfortunately that also selected the black portion of the denomination, which also got deleted to white.

You can see it quite clearly if you compare the first photo with the second (probably untouched) photo.
