No. They just have the "forever" stamps at a higher price.
The post office does not put prices on postcard, first class, two ounces, additional ounces, or a few other stamps. This used to create a problem when international mail required actual numbers, but treaties now allow "forever" stamps in international use.
Low- and high-value stamps (like 1 cents, 4 cents, 1 dollar) still have numbers (and their prices never go up)
