Guessing since they are the shape of mini cards they are French Ivory since that was used for those purposes. I highly doubt now that someone would make 1"x 1 1/2" mini cards out of ivory. So maybe he gets his $$$ back or makes a little since they are houses in a great-looking box, maybe late 1800s.
