It says "as amended." That means it is not the original language as it read in 1977. Some parts will be original, some not. Unless you have the amendments or a list of what was amended and when, you can't say when any particular language was added. That's what I'm saying.

That language could have been original or added in 2001 or any other possibility after 1977 based upon what you presented.

That's what I'm saying. That's what the dates mean in what you linked to. The pdf you linked to does not support or refute your claim because the language in that document was amended after 1977, maybe a bunch of times.
