I use AWS servers, cPanel/WHM management software, have multiple versions of PHP and other popular programs loaded, offer Wordpress, Sitebuilder, and WIX site development tools for free, and my servers are speedy, modern, and backed up behind the scenes daily. You would have full administrative access to all features, naturally, including DNS management.
