I think it's the position the Chip Guide must take, however, if it is to keep on operating, even if it ultimately proves otherwise.
I know they do not assert that they own the rights to the original image.
I understand that you have concerns. It doesn't bother me if the Chip Guide owns the rights to scans I submitted because I honestly don't believe it would ever keep me from doing anything I might want to do with my scans. I also trust that the Chip Guide doesn't want to use them for anything other than the virtual museum. I understand that you and others may feel differently about each of these things and I respect your right to do so.
In the end, I find the Chip Guide to be one of the two most significant parts of the hobby for me (the other being this board) and I support them doing what they need to do to protect whatever assets they have so they can continue to maintain the online guide. I sincerely hope no one gets hurt in the process.
